The effect is fixed: it does not change as you upgrade the substats, and it is identical on every copy of this title.
Who should equip this
The Lv.20 entry point: 60 Break Exploit, then 0.3% Stun Buildup Bonus for every point past 180. It does the same job as Farewell, Chivalrous Age at a fraction of the account level.
60 Break Exploit into Stun Buildup Bonus, with no stacks to maintain. Available at Lv.20 and it never falls off mid-combo, which matters on a character built around cancels.
